One of them have 2^4 and others has any power of 2 upto 4

which is 9 pairs

Same way one of them have 5^2 and other has any power of 5 upto 5

0 2, 1 2, 2 0, 2 1, 2 2
which is 5 pairs

hence total 9*5 = 45 ordered pairs

but we don’t want ordered pairs, hence 23 pairs.
