    It talks about the process and how it takes time to decide anything . So that way it sums up the slow process which is used by countries like China for benefit.

    B and C are very close options, however, B is the answer.

    A. Out of context. We cannot say that they award insufficient penalties.
    C. Well, it surely summarizes the fact that China is toying around with the system, however, I believe that it’s too incomplete an answer. And( I am not very sure about this one prabhat sir, please correct me if I am wrong), just because something is time consuming, we cannot call it lenient ,can we?
    D. We cannot conclude that from the passage.

      China is taking advantage of the fact that WTO’s dispute settlement mechanism takes years. Therefore, option C. is factually incorrect, besides it missing the main point of the paragraph.
